Configured item routing

Hi experts,

we have an configured item.

when we use R31410 to attach routing to the work order, we see for some operation sequences that quantity ordered UORG in F3112 is coming as blank and also the planned yield is coming as 0 instead of 100%.

The configured item has 2 R rules setup with same operation sequences.

Routing are set with 100% planned yield. what could be the issue.?

we are on 9.1
