Op Unit tied to a pricing entity

Hi,

We have implemented pricing security in our EBS 12.2 environment. The security level is set to operating unit (i.e. Modifiers and lists can be updated only when signed into the operating unit where it was created). In the modifier definition, the operating unit field is blank (Usage = Global). However, the system knows where the modifier was created, so when I try to update the modifier from a different operating unit, it prevents me from doing so with the message, "You do not have privileges...".

I am trying to find out where the system stores the relationship between a modifier/list and the operating unit in which it was created. If anyone has any insights on this question please let me know.
