Cannot create PO invoice using iSupplier Portal Internal View responsibility

we are using oracle isupplier 12.2.9 and Cannot create PO invoice using iSupplier Portal Internal View responsibility if there is employee assigned to user the name handling the responsibility but if we removed the employee name user can create PO invoices using the same responsibility
