Oracle Forms JNLP not working with O/S user accounts named in Chinese characters

Server Product : Oracle Forms 12.2.1.4 on Windows 2019

Client : Windows 10 64-bit

The users' O/S accounts on Windows are named in Chinese characters.

When running the Forms client, the client jre reports error:

java.io.FileNotFoundException C:\Users\GD□(junk chars)\AppData\Local\Temp\javaws7

( filename or directory name syntax error......)

It seems that the Chinese directory characters are not processed properly by the Java Web Start.

It is unacceptable for the users and sysadmin to create new O/S accounts.

Please help.
