This is a new feature introduced in the 19.16 RU. The minimum Grid Infrastructure (GI) source version must be at least 19.16 and database running on the cluster should be 19c.

While

You can use zero-downtime patching only for out-of-place patching of Oracle Grid Infrastructure 19c Release Update (RU) 19.8 or later releases with Oracle RAC or Oracle RAC One Node databases of 19c or later releases.

On another blog someone mentions 19.6 as minimal required.

Anyone knows what the minimal version required is ? Or should I just create a SR for confirmation?
