Oracle Universal Installer Setup is not working

Dear Team,

We have recently configured windows 2000 server & trying to install Oracle Universal Installer setup (Oracle Forms & Reports) but Installer is not going forward. Please help to get correct version of OUI setup which is compatibility to current windows version.

No error is coming while installation, After clicking on setup.exe file, black window is pop up where all system related information are passed and then nothing happened. (Usally after checking system information, installation begin)

Kindly help.
