unable to connect to Oracle 19c server through Oracle SQL developer.

Oracle Version: Oracle 19c standard edition 

We are facing connection issue when trying to connect to oracle 19c server through SQL Developer, connection is remote.

Below is the error we see,

Status : Failure -Test failed: IO Error: Got minus one from a read call, connect lapse 9935 ms., Authentication lapse 0 ms.
