permission denied

hi team;

I have created a zone in solaris 10 x86, I have created a user inside the zone.

but when changing the password of that user it tells me: permission denied:

# id

uid=0(root) gid=0(root)

bash-3.2# /usr/bin/passwd off

New Password:

Re-enter new Password:

permission denied

The same thing happens to me when creating roles, it only happens in non-global zones.
