When creating a modifier, can the Op Unit be assigned directly

In our 12.2 environment, when creating modifiers, the operating unit field is greyed out.

I know that using the Pricing administrator resp, I can change the assignment from Global to specific operating unit and after that the operating unit will be populated with the OU that I linked the modifier to, via the Pricing administrator resp.

I would like to find out if there is any setting that can be used to open up the OU field in the modifier screen so that we can select it directly from the Define Modifier screen itself when initially defining the modifier.
