PPR parallel approval process in Fusion

We need to include payment approval hierarchy in PPR. The requirement is,

Once the payment batch is created, parallel workflow notification should trigger to 2 users (1st level) and then to another set of users (2nd level). If any of the approver approves the notification, then it should go to the next level. How we can achieve this? Please suggest.
