Global Flag and Operating Unit on Modifiers and Price List

We have Pricing Security turned on in Adv Pricing (EBS 12.2)

Per the Implementation manual, the following applies.

However, we are not seeing the global flag in the Modifier definition form. Also the operating unit field is greyed out (see screen shot below). (Per examine, the field global_flag exists in the block, it is just not visible)

Is there another step involved in getting the global flag displayed and editable (also operating unit) during modifier creation?

Any help is appreciated!
