Download and Install Oracle forms and Reports 12c without the infrastructure?

When I download Oracle Forms and Reports 12.2.1.4.0, it first asks me to install infrastructure, set up repositories, etc. There is an installer that allows me to install just Oracle Forms and Reports without Fusion Middleware Infrastructure 12.2.1.4. ?
