PMON is unable to clean-up the "KILLED" SQL Developer/plssqldev.exe sessions

Hello Oracle Experts,

We are on Oracle DB 19c version and we have observed that PMON is unable to clean-up the "KILLED" SQL Developer/plssqldev.exe sessions, that leading stuck DB session on Database.

To purge the stuck session on Database, we need to close the SQL Developer/plssqldev.exe application on windows everytime post disconnecting from Database.

Could you please share some workaround/fix on this issue.
