Is anyone able to configure for Plan Type 25 to require a Dependent selection?

We are on 9.2 PUM46 Tools 8.59.13.

During Fluid Open Enrollment employees are able to elect Dependent Life Spouse - Plan Type 25 without selecting a Dependent. The record Saves and no error is thrown. We do have Coverage Code control enabled.

Child Life - Plan Type 24 does prompt for selection and throws an error on Save.
