Steps for renewing Siebel internal certificate?

We are trying to renew an internal certificate for the first time since upgrading from IP15 to the Continuous Release Model. Our current version is Update 23.4.

I have imported a new, valid certificate into our keystores at the the two locations, as specified in Doc ID 2312714.1, but the Siebel Server won't start.

What might be going wrong?
