How to download eBS WLS ETCC MT patch 34856303

This is a patch (one of 3) that are called out by the ETCC MT patch checker following the April 2023 CPU patches. The download page says this is a Tier 1 patch and that I don't have access.

This is clearly incorrect.

Weblogic 10.3.6.0 is currently under support for eBS customers. We are on eBS 12.2.7. We are fully registered and paid up on our eBS support.

When this happens how are we to obtain the patches called out by ETCC?

I feel like this may be a recent change. Perhaps 10.3.6.0 is generally out of support? If so though, how do eBS customer obtain the patches.
