Oracle KeyVault RAC Autologin

I am able to setup a CDB with OKV and File TDE configuration for one of the 2 RAC hosts, but when I change to OKV|File the autologin does not work. Here are my steps. Please let me know if others have this setup correctly.

Point to OKV wallet

ALTER SYSTEM SET TDE_CONFIGURATION="KEYSTORE_CONFIGURATION=OKV" SCOPE = BOTH SID = '*';

 --Open the wallet

ADMINISTER KEY MANAGEMENT SET KEYSTORE OPEN IDENTIFIED BY "xxxxx";

 --Set the master key

administer key management set encryption key identified by "xxxxx";

 --close the wallet

ADMINISTER KEY MANAGEMENT SET KEYSTORE CLOSE IDENTIFIED BY "xxxxx";

 -Set the wallet location to file
