What are precise EBS R12.1 patches for implementing Portugal ATCUD and QR codes on AR invoices?

Our EBS version is 12.1.3 and I am not clear if patches exist in Oracle Support to implement these requirements for Portugal, legally mandatory for all businesses since 1-Jan-2023.

All notes and patches I see in Oracle Support portal seem to be for R12.2 onwards. Thanks for any useful feedback.
