Can End-dating an EBS fnd_user entry push back to OID 11g/ODSM and delete entry?

I posted this in the Identity Management discussion and they recommended I repost here to see if anyone can respond to the EBS side of my question.

We have EBS 12.2.6 with OAM and OID11g which is linked to our Microsoft AD network credential store. Even though we have provision-type set to 1 (bi-directional), we have SSO profile options set such that a new AD network user will sync to OID and create an ODSM entry, but not auto-create the EBS fnd_user (we do that manually). When the user logs into EBS with the SSO screen , it auto-links user with OID server with same username.
