ELM - A query based Learner Group is pulling very few values from the query that it is based from

I've created a query in ELM that captures new hires and rehires from a certain date going forward. The query looks to be working fine.

When creating a query based Learner Group utilizing this new hire/rehire query, the Learner Group captures very few people from the actual query appear when the "Populate Learner Group" button is pressed.

I've tried having the "Automatically Maintain membership" checked with the refresh period populated, and having the box unchecked...but I get the same results.

Any suggestions as to the large discrepancies between the query results and those learners being populated in the Learner Group?
