Data Vault - changing password of ORD_PUBLIC_USER yields ORA-01031

Oracle Database 19c Enterprise Edition -- Version 19.19.0.0.0
ORDS Version 21.4.3.r1170405
Operating System: Oracle Linux Server release 8.8

I have a couple pluggable databases, with Data Vault enabled. I configured ORDS for the first PDB before Data Vault was enabled; I'm now trying to configure ORDS for the other PDB where Data Vault is currently enabled.

(Unfortunately, our DBA is out of the office...)

When I try to configure ORDS, when giving the password for the ORDS_PUBLIC_USER, it appears to work, but when ORDS starts up, it fails:

scott@localhost /apps/oracle/ords_uat $ java -jar ords.war
