Data Entry and Tab Behavior Not Working as Designed

I am troubleshooting a reported issue where entering data in a field and pressing the tab key does not populate the display field. While reported to be somewhat intermittent, I can consistently reproduce this in Student Program/Plan (Records and Enrollment > Career and Program Information > Student Program/Plan) in our test and production instances. 

I suspect this is related to deferred processing. I found an Oracle doc that says pressing Alt + 0 executes deferred processing, which produces the expected behavior in this situation.

Has anyone seen this behavior or have any idea what is causing these pages to not process as designed? We have not customized these pages or components. We are two weeks beyond our CS 9.2 PUM 29 and PT 8.59 update, and this was just reported yesterday.
