Custom Formula status disables the edit capability on the Formula

Custom formula status does not allow edits to the formula header/lines. Attached document displays setups performed with the newly created custom status code - 1100. A formula is created initially in New status and then moved to "Approved for Planning use" . I was envisioning the formula to work the same way as the seeded status "Approved for General use". Please review the setups and let me know what am i missing in the setup to ensure that the formula can edited in the custom status as well.
