I have installed ords 23.1 on my 19c database and cannot seem to find the right images to load

APEX 23

I have installed ords 23.1 on my 19c database and cannot seem to find the right images to load.

I have uninstalled ORDS and set the static file to my /u01/app/oracle/APEX23/apex/images and no success. I uninstalled again and then set the static file location to $ORACLE_HOME/apex/images, no success. HELP! The apex pages will not come up. A warning keeps coming up that I have loaded 18c images not 23.1 images. The 19c database was upgraded from 18c on the same node. Also, APEX 5.1 was upgraded to 23.1. The only piece I have left is the images and I have not been able to get past it.
