Unable to promote OMW project past 21 with object in it

I am trying to promote an OMW project from status 21 to 26 so I can build it into PD920, however I get an Error: 29 and the jdedebug logs don't have much to work off of. If I remove the BSFN the project goes to 26. This is happening with all OMW projects at status 21
