Administrator can't reset password for users

Authorization Issue In Integration Between OCI And Classic POD Error 401 Authorization Required (Doc ID 2853814.1)

I used to be able to re-set password for users but from beginning of July I can not find the option to "reset password" anymore and getting this text message "There is no active OCI managed FA pods."

I contacted oracle support but they cannot fix the issue for nearly a month.
