why is if possible to use hugepage without changing hugetlb_shm_group in some cases?

Why is the oracle database version 12c in centos7 environment not used when a hugepage is opened, but when hugetlb_shm_group is set to the group id of the dba, the hugepage is used. The default value of hugetlb_shm_group is 0, indicating that all user groups can use it. So why doesn't oracle use large pages by default value.The same database version on my other centos7 server is not configured with hugetlb_shm_group as the default 0, but large pages can be used.
