How to give permissions to Workspace Homepage on 11.2.13

We just upgraded to Hyperion 11.2.13. We found that non admin users cannot see the Homepage, which is set in Workspace by File/Preferences/General/Content and selecting Home. They get an error that the server "refused to connect".


Admin users can see it without problem. I assume this is a new permissions issue. How can we give permissions to the homepage for everyone?
