Degree Audits Collapsing Requirements that Are Not Satisfied. Why?

Oracle Product - PeopleSoft

Hello All,

Our institution offers CTE certificates. In addition to taking qualifying CTE courses, students must have a combination of test scores/high school grades/or student exemptions groups to qualify for graduation. However, the degree audit is collapsing the program even with the student not satisfying all of the test scores. How can we prevent the Degree Audit from collapsing unless all of the academic requirements show as satisfied?
