Why if the Finalize/Apply Defaults on On-Demand page is saved it doesn't update in the BAS_PARTIC?

PeopleSoft HCM - Benefits Administration, Version 9.2

Why, if working on the On-Demand page (BAS_ON_DEM_EM), you check the Finalize/Apply Defaults box, then click Save, does the FINALIZE_ENROLL NOT UPDATE from 'N' to 'Y' on the BAS_PARTIC records.

On the other hand, if working on the BenAdmin Event Status Update page (BAS_PARTIC_STS) and the Finalize/Apply Defaults box is checked, click OK, then click Save, it DOES update the FINALIZE_ENROLL field from 'N' to 'Y'?
