What exactly is considered Configuration of E-1 out of the box?

Setup System constants
Add a JDE Company with base currency code
Add a calendar to link to the company
Add Business Units for Company
Add accounts to the business users
Add address book record to link to the company
Add AAI's for the company
Etc., Etc.

What configuration responsibilities are considered IT versus super user?
