How does Enable Rate Factor in Memory Processing optional feature work with in OTM

in Oracle Transportation Management (MOSC) Question

We are in Oracle cloud 23B and we are trying to create the rate factor, to setup the fuel surcharges. After the configuration, we tried to process the rate factors and got an error saying In Memory processing is enabled. Because earlier, the action process rate factor, creates an accessorial cost and that will be used in the rating. As in the InMemory process, its not allowing Users to perform the action and would like to understand how does this inMemory rate factor works in OTM, without process the rate factors.
