Intragovernmental Request User Defined attributes are not displayed on the Review and Submit Page

Our business process is to be able to autocreate IGT Order based on an Intragovermental Request. User defined attributes required for IGT Order are not available on the Intragovermental request. We added UDA attributes at the Requisition Header level based on the attribute template(Requisition Header Template). The attributes got displayed on the Intragovernmental Request first page but are not available from the Review and Submit Requisition Page before submitting the Requisition for approval. The same issue exists when the approver in the workflow opens the page to review the UDAs from the Edit/submit Requisition page before approve.
