Two node cluster environment , when N1 is rebooted its unable to join cluster , and N2 also reboot

product =oracle 19c RAC (19.12.0.0) ,

O/S oracle Enterprise Linux 7.9

SGA size =2TB, RAM 3TB

Number or Nodes =2

multipath configured =yes

Question :-

We have two node cluster high end server, when one Node is rebooted it couldn't able to join the cluster , which make surviving node to hang and then surviving node also rebooted automatically , this makes both the nodes should come up simultaneously.
