Lot Conversion Decrease transactions getting created

We have lot uom conversion defined for all our dual unit of measure items at the both source and destination organizations. We have a custom concurrent program to process multiple lots to be received under a single shipment# (these are intransit shipments) . At the time of receipt, we are noticing that there are lot conversion decrease/increase are being created with transaction quantity of 0. We are currently populating the rcv_transactions_interface with the transaction quantity and transaction uom . Business is not expecting to see any lot conversion increase/decrease transaction being created even though the transaction quantity is 0. What
