Why this error coming when I am trying to create routing using BOM_RTG_PUB.PROCESS_RTG API?

'From operation sequence num 10 does not exist.

To operation sequence num 20 does not exist.

This record received an error status since a severe error occurred in the operation network : from 10 - to 20 while performing user unique index conversions.'

Getting this error when creating routing by loading data into p_op_network_tbl and calling

BOM_RTG_PUB.PROCESS_RTG API.
