Move Order Issue and Move Order Transfer transaction type in Forecast generation

Hello.

I am currently testing in Oracle MRP the Forecast generation based on historical data. My Forecast has zero quantities although organization has a lot of Move Order Issue and Move Order Transfer transaction type. My Question is: does forecast generation functionality accounts such kind of transactions?
