Creating Technical SR via MOS

I work am working with 10+ RES3700 systems and have lots of issues I need to get tickets input for. I have tried calling and half the time you get a wait that just keeps getting longer and ends up being hours later, so I decided to explore the option of submitting Technical SRs on the web. However, I am unable to submit Technical SRs even though I am my companies administrator. Has anyone else had this issue? Is there anything I need to do to make this possible?
