What triggers a Watchlist Notification to run?

I've set up a couple of Watchlist Notifications to run every 60 min. In addition, I have added my subscriptions to those Watchlist Notifications. I turned Delivery Methods Notification List, Work Center and Email on. Policy is set as "Always." To my understanding, I should be getting a notification via all those Delivery Methods every hour and every time I refresh my Watchlist. Is this correct? or Do I need to put the Watchlist Notification on the scheduler?
