can not access to weblogic console on browser on port 9229, it error can not be reach,

Dear Team,

I have problem access to weblogic console on browser.

Weblogic console access from browser error can not be reach, but all service in side are working fine, however I saw the port 9229 is close so how can we resolve this specific port because of all the services are working so we can not stop all service that run on different ports and re-start.
