Performance Management - Competence Setup Question

R12.1.3

Hello Folks, 

Regarding competence setup if have competency tile will be fixed for all jobs but competence lets say level (on below pic 1.1,1.2,1.3) will difference by job

How this will be configured on the system ? the competence and its levels 1.1 , 1.2, 1.3 each one will be defined as a separate competence ?
