HMR rule to change SIP INVITE

One of our vendors is sending a call and our LAB SBC (1100) is rejecting it locally with a 404 error. The only difference I see between a working call and this one is the missing Request URI field and our SBC expects invite to have sip:111@X.X.X.X which is not present in this invite. How can I use HMR to add that?
