Has anyone made AP invoice hold notification to work without AME? (Use HR supervisor hierarchy)

We are implementing Oracle webcenter for AP invoice capture and processing. We want to use the Hold notification process in Payables. We have not setup AME, since we use HR Supervisor hierarchy for invoice approvals. Has anyone made ths hold notification work without AME?
