alter package pv.bob hangs after importing two schemas into new database.

Oracle Enterprise Edition 19.20.0.0 on RHEL 8.8

I suspect this package has dependencies or DB links that were not imported but I can't identify them and it's a real birds nest. I enabled tracing and see the long wait time but no details. I'm the only one on the server so the package is not in use. I created DB links by the correct names thinking that would help but did not. I reduced timeouts hoping it would fail quicker but did not. Is there a more detailed trace that will show failing dependencies?
