APEX 23.1 PSB4 zip installer (downloaded Aug 17) identical to PSB3 from July

Hello everyone:

I have just downloaded the archive for APEX 23.1 PSB4 zip installer and the file appears to be binary identical to the one I got for PSB 3 in July. In other words - there is nothing new relative to PSB3 despite the README listing 8 bugs fixed in PSB4.

Has anyone else experienced that?
