Opening a W-4 via self service not opening in new window, has anyone worked on a work-a-round?

We are in the process of rolling out Employee Self Service for updating W-4's and are having issues with the submit button not displaying. What we have found is if you don't have browser settings to Always display in Viewer the submit button on the W-4 doesn't display. We have too many employees to manually walk through this process and were interested in any system configurations or work-a-rounds for this issue.
