19c listener log rotation not working on 1 node of 2 node RAC

The log rotation lines in listener.ora are identical for both RAC nodes. On node 1, both the xml and log files are being rotated as expected. On node 2, SCAN listener rotation is working, however the local listener is only rotating the xml files, but not the log files. Double-checked the configuration and it all looks ok.

In the local listener trace directory there are more *.log files than the LOG_FILE_NUM. The last rotation occurred in Oct/22 when ACS patched the system up to 19.16. Now the current log file is huge, greatly exceeding LOG_FILE_SIZE and no log files that should have been expired due to exceeding LOG_FILE_NUM have been deleted.
