R12855 not considering accumulated depreciation balance in declining bal method 06

For declining balance method 06, the basis calculation should take sum of Cost and accumulated depreciation (The depreciation is calculated on NBV). However it is taking accumulated depreciation balance as 0. The accumulated depreciation balance is updated correctly in F1202
