New Material Status lot hold is allowing issue transactions in Disallowed list

Oracle Inventory 12.2.5

Our requirement is to receive the material by direct delivery . Lot number is created and placed the item into sub-inventory and locator in Lot Hold status. Keep the lot on hold till inspection is completed.


We have dedicated sub-inventory and locator for each item. I tried to create lot hold as material status by allowing only receipt transactions and disallowing issue transactions in material status "Lot Hold" for lots. But, I am able to issue the material from the same lot though issues are in dis allowed transactions. I am not sure why I am able to issue the material.
