Can WebLogic 14.1 coexist on the same VM as the Oracle 19c database, APEX, and ORDS?

I'm currently testing a new configuration with Oracle 19c database, APEX, and ORDS (standalone) running on the same VM. This setup works well. However, I need to run a proxy for security reasons, so I'm trying WebLogic 14.1.

I'm new to WebLogic, can WebLogic coexist on the same VM as the database? If so, what value does $ORACLE_HOME get database or weblogic home?

If not, and they must exist on separate VMs, where does the ORDS go? Does it stay with the database VM or moved to the WebLogic VM. I ask because I saw a video that showed it goes to the WebLogic VM.
